It's like that, but everywhere is covered in dark clouds, and only glimpses of "land" are visible beyond them. It's a repeating animation of swirling, turbulent clouds. There's not a lot of light coming from it.
He's in a simple chair in the middle of the room, still very heavily injured. Like, if he's not treated very soon, he's just going to die again. And Maintenance Man is standing between him and the weather forecast screen.
